Mobilising Capital for Ukraine’s Recovery
Ukraine’s reconstruction is one of Europe’s most significant investment challenges. While substantial international financial support has already been mobilised, the next stage requires effective mechanisms capable of transforming available capital into sustainable, bankable projects.
This strategic challenge was at the centre of the inaugural meeting of the LUCC Finance, Banking, Insurance & Reconstruction Capital Committee, bringing together experts from financial institutions, capital markets and the banking sector.

Financial Markets and Investment Structures
Jan Willems, representing Clearstream, examined the role of capital markets, financial infrastructure and securitisation in mobilising long-term investment for reconstruction.
His presentation highlighted how innovative financial structures can improve capital mobilisation while supporting institutional investors and international financing mechanisms.
Yulia Vitka, representing PrivatBank, discussed the evolution of Ukraine’s financial landscape, emphasising the transition from emergency financial assistance towards blended finance, project finance and long-term strategic cooperation with international financial institutions.
Addressing Investment Challenges
The discussion also addressed several structural challenges that continue to influence investment decisions, including investor confidence, municipal financing mechanisms, capital restrictions and the availability of investment-ready projects capable of attracting international financing.
Participants agreed that Ukraine’s long-term recovery will depend not only on the availability of capital but equally on developing robust financial structures, effective risk-sharing mechanisms and high-quality projects prepared for implementation.
Next Committee Meeting
The Committee will continue these discussions during its next meeting on 10 September 2026, bringing together financial institutions, investors and public-sector representatives to explore practical solutions supporting Ukraine’s recovery and economic resilience.
