Preparing Investment-Ready Projects for Ukraine’s Recovery
Financing alone does not rebuild infrastructure.
Successful reconstruction depends on identifying well-prepared, technically sound and financially viable projects capable of attracting public and private investment.
This was the central theme of the inaugural meeting of the LUCC Energy, Infrastructure & Municipal Resilience Committee, which focused on the practical requirements for delivering infrastructure projects that can secure international financing and create long-term impact.

Infrastructure Financing and Project Readiness
The discussion featured Matteo Rivellini from the European Investment Bank (EIB), who presented the Bank’s approach to financing infrastructure projects and explained the characteristics that make projects suitable for international funding.
Building on the EIB’s record €1.5 billion commitment to Ukraine in 2025, the discussion explored how public and private investment can work together to accelerate reconstruction.
Moderated by Sergiy Ivannikov, participants examined priorities including energy resilience, municipal recovery, transport infrastructure, cross-border connectivity and cooperation with Ukrainian local authorities.

Building a Pipeline of Investment-Ready Projects
A key conclusion emerged throughout the discussion: the success of Ukraine’s reconstruction will depend not only on the amount of available financing but on the quality, maturity and readiness of projects presented to international investors and financial institutions.
By strengthening cooperation between municipalities, development banks, engineering companies, investors and public authorities, LUCC aims to contribute to building a pipeline of projects capable of supporting Ukraine’s long-term recovery and sustainable economic development.
