Ukraine’s recovery represents one of the largest economic transformation projects in Europe. Converting this potential into successful investment, however, requires more than financial resources. It depends on a predictable business environment, strong institutions and effective partnerships between the public and private sectors.
These priorities shaped the inaugural meeting of the LUCC Business & Industry Committee, where representatives from government institutions, international development organisations and the business community explored practical pathways for increasing investment in Ukraine.
Investment Climate and Business Support
Bohdan Viktorov presented how Ukraine’s EU accession process and the Ukraine Investment Framework are improving the investment climate, introducing reforms designed to enhance transparency, reduce barriers and strengthen investor confidence.
Viktoria Volovenko, representing UkraineInvest, demonstrated how the agency supports international investors throughout the entire investment cycle—from identifying opportunities and navigating regulatory procedures to facilitating project implementation and long-term business development.
Financing Business Partnerships
The discussion also highlighted practical financing instruments available to companies seeking to establish partnerships in Ukraine.
Angeline Rousseau presented LuxDev’s Business Partnership Facility, which provides up to €300,000 in co-financing for collaborative projects between European and Ukrainian businesses, encouraging innovation, knowledge transfer and sustainable economic cooperation.
