The LUCC Advisory Platform: From Dialogue to Implementation
Building long-term institutional cooperation between Luxembourg, Ukraine and Europe
Successful international cooperation requires more than networking.
It requires structured dialogue, trusted expertise and mechanisms capable of transforming ideas into practical action.
To address this need, LUCC launched the Advisory Platform—a new institutional framework designed to connect businesses, investors, public authorities, academics and sector experts from Luxembourg, Ukraine and across Europe.
Rather than creating another discussion forum, the Advisory Platform was conceived as a permanent working structure dedicated to solving practical challenges faced by organisations operating across borders.
Why the Advisory Platform?
Questions raised during the preparatory discussions reflected the realities of today’s business environment:
- How can companies successfully enter the Ukrainian or European market?
- How can innovative projects become investment-ready?
- Where can businesses identify appropriate financing mechanisms?
- How can organisations navigate regulatory requirements while building reliable institutional partnerships?
To address these priorities, LUCC established six specialised committees covering strategic areas of cooperation.
LUCC Advisory Platform Committees
Finance, Banking, Insurance & Reconstruction Capital
Supporting dialogue on reconstruction finance, capital markets, banking, insurance, investment structures and financial cooperation.
Energy, Infrastructure & Municipal Resilience
Focused on infrastructure development, municipal recovery, energy resilience and investment-ready projects.
Defence, Strategic Industries & Technology
Connecting expertise in defence innovation, cybersecurity, space technologies, dual-use innovation and strategic industries.
Business & Industry
Supporting business development, industrial cooperation, investment opportunities and cross-border partnerships.
Governance, Integrity, Legal & Market Access
Strengthening governance, regulatory certainty, market access and institutional trust.
Knowledge Partnerships & Institutional Dialogue
Developing cooperation between universities, public institutions, municipalities, financial organisations and civil society.
How the Advisory Platform Works
Each committee meets quarterly in expert roundtable format, bringing together recognised practitioners, institutional representatives and business leaders to exchange knowledge, identify cooperation opportunities and define practical next steps.
The Advisory Platform represents an important evolution in LUCC’s activities—from facilitating dialogue to creating long-term institutional cooperation that supports investment, innovation and Ukraine’s sustainable recovery.
