Innovation Under Pressure
Ukraine has become one of Europe’s most dynamic environments for the rapid development of defence innovation and dual-use technologies. Solutions created under exceptional operational conditions are increasingly attracting international attention for their practical relevance, adaptability and technological sophistication.
Recognising this opportunity, LUCC launched the Defence, Strategic Industries & Technology Committee as a platform connecting expertise from Ukraine, Luxembourg and the broader European innovation ecosystem.

Strengthening European Cooperation
The Committee’s inaugural meeting brought together experts to examine how operational experience from Ukraine can be combined with Luxembourg’s strengths in space technologies, cybersecurity, finance and international partnerships to support the next generation of European security and resilience.
Dr Paul de Souza, Sergio Encabo Del Alamo and Philippe Osch shared perspectives on cyber intelligence, satellite capabilities, secure communications and dual-use technologies, highlighting the importance of international cooperation in accelerating innovation and strengthening Europe’s technological resilience.
Moderated by Oleh Malskyy, the discussion focused on practical opportunities to connect innovative companies, research institutions, investors and public authorities through collaborative projects that extend beyond national borders.
From Defence Innovation to Civilian Impact
Participants agreed that defence innovation today is no longer confined to traditional military applications.
Technologies developed for security increasingly create value across civilian industries, contributing to digital transformation, critical infrastructure protection, space applications and resilient communications.

The Committee will continue exploring these opportunities during its next meeting on 22 September 2026, bringing together public institutions, industry leaders, researchers and technology innovators committed to strengthening cooperation between Luxembourg, Ukraine and Europe.
