Valentyna Pylypenko is a seasoned finance and audit professional with over 20 years of experience in public financial management, auditing, and EU project administration. She holds two higher education degrees—in Economics and Public Administration—officially recognized in Luxembourg. Valentyna served as a member of the audit team for World Bank-funded projects, verifying fund allocation, evaluating project efficiency, and ensuring compliance with international financial standards. Audited cross-border cooperation programs, including the ENI CBC “Romania-Ukraine 2014-2020” and Interreg NEXT VI – Black Sea Basin Programme (2021-2027), ensuring financial integrity and compliance with EU funding requirements at the Accounting Chamber (Supreme Audit Institution of Ukraine). She held a leadership role in the State Treasury of Ukraine and was responsible for managing and coordinating departmental activities to ensure the effective execution of the budget process, her role encompassed financial oversight, compliance, and stakeholder engagement to maintain fiscal discipline and transparency. She also worked at the European Court of Auditors in Luxembourg and conducted audits of multimillion EU-funded projects, identifying financial irregularities and fraud. Over her career, she has conducted more than 150 financial and performance audits, focusing on regulatory compliance, budget execution, and external control. At LUCC, Valentyna specializes in identifying funding opportunities, writing grant proposals, and ensuring compliance with funding requirements. She ensures full alignment with donor requirements, overseeing everything from proposal writing to project monitoring and reporting. She also has practical expertise in intellectual property law and Luxembourg’s administrative regulations.
