Rafał Hykawy is Chargé d’Affaires a.i. and Minister Plenipotentiary with over 30 years of experience in European integration, public administration, and center-of-government management. He served in the Chancellery of the Prime Minister of Poland as Director of the Prime Minister’s Secretariat (2008–2015), coordinating and implementing government policy, and previously held senior roles at the Office of the Committee for European Integration (1997–2007), supporting EU-membership preparations through high-level analytical work. He also worked as an international consultant on EU-funded programs implemented in Ukraine and other candidate countries (2016–2020) and has senior-level experience as a General Director in key governmental institutions.
