About
Jonathan served as part of US Government delegation that negotiated the “Ukraine Minerals Deal” that led to the creation of URIF in April 2025 and he has been leading DFC’s efforts, alongside partners in the Ukrainian Government and the U.S. Treasury, for URIF since the signing of the deal. Additionally, Jonathan is the head of DFC’s legal team for Private Equity and Investment Funds. Jonathan has been working in emerging and frontier markets for over seventeen years. Prior to joining DFC in 2023, Jonathan spent nine years as a member of BlackRock’s legal team where he focused on Latin America. Prior to this, he worked at Developing World Markets, working to invest capital in financial intermediaries located in frontier markets around the world. He started his career as an associate at Simpson Thacher & Bartlett, where he focused on capital markets and the Latin American practice. Jonathan graduated magna cum laude from Harvard University in 2003 and received a joint M.A. from Johns Hopkins Advanced School of International Studies (SAIS), with distinction, and J.D. from Columbia University Law School in 2008.
