About
Arūnas Vinčiūnas is Head of Unit for Ukraine Support and Military Mobility at the Directorate-General for Defence Industry and Space (DG DEFIS) of the European Commission, a role he has held since 2025. Prior to this, he served as Policy Coordinator at DG Trade (2020–2025) and was Head of Cabinet to the European Commissioner for Health and Food Safety (2014–2019). He has extensive diplomatic experience, including as Ambassador-at-large and Deputy Permanent Representative of Lithuania to the European Union, representing his country at COREPER I and the Political and Security Committee. Ambassador Vinčiūnas previously served as Ambassador of Lithuania to Bulgaria and held several senior positions within Lithuania’s Ministry of Foreign Affairs, particularly in Eastern Neighbourhood policy. He holds a Master’s degree in Foreign Trade from Vilnius University and completed diplomatic studies at the Escuela Diplomática in Madrid.
