LUCC Private C-Level Dinner: Turning Commitment to Ukraine into Investment
On 24 September 2026, the Luxembourg–Ukraine Chamber of Commerce (LUCC) held the second edition of the LUCC Private C-Level Dinner | Luxembourg–Ukraine–EU Business Dialogue, bringing senior decision-makers together for a focused discussion on turning commitment to Ukraine into investment.
The conversation cannot stop when the Forum ends.
Once a year, LUCC brings together the wider Luxembourg–Ukraine–EU community at our Ukraine Resilience Business Forum.
But one Forum a year is not enough.
Ukraine is changing too quickly.
Risks evolve. Financing instruments change. New investment opportunities emerge. Business needs change. And the questions facing investors, companies and public institutions today may be very different six months from now.
That is why we created the LUCC Private C-Level Dinner | Luxembourg–Ukraine–EU Business Dialogue.

Not Another Conference
It is deliberately not another conference.
No panels. No long presentations. No speeches for the sake of speeches.
Instead, we bring a carefully selected group of senior decision-makers around the same table — from government and European institutions to diplomacy, finance, investment, technology and business — for a candid, focused and closed-door conversation.
For our second edition, we asked one central question:
What will it take to turn commitment to Ukraine into investment?
Capital exists. Business interest exists. Expertise exists.
But between commitment and investment lie risk, bankability, financing structures, governance, institutional capacity and the ability to turn needs into investable projects.
So the discussion became very practical:
What would actually have to be true for an investor to write the cheque?
Building Continuity Through Long-Term Partnerships
This edition was made possible with the financial support of our long-standing partner and sponsor, Clearstream.
A very special thank you to Austin Martin | Clearstream for being with us around the table, contributing personally to the discussion, and for Clearstream’s continued trust and partnership with LUCC.
Long-term partnerships matter. They allow us not simply to organise events, but to build continuity.
Bringing Decision-Makers Around the Same Table
It was a privilege to welcome Alex Donnersbach | Luxembourg Parliament, David Mathey | Ministry of the Economy, Ms Silvestro von Kameke | European Investment Bank, Pascal Fabing | LuxDev, representatives of the Embassies of Poland and Spain, and members of the European and international community.
What made the evening particularly valuable was the breadth of experience around the tables.
Our sincere thanks to Eduardo Gramuglia Pallavicino | Citi, Carlos de Cordoue, Dmytro Zakurnaiev | Mangrove Capital Partners, Alain Mestat | LuxInvest, Patrick Steinhauser, Hendrik Jan Zandbergen | Lebrowsky BV, Christophe Pompee | Qrescendo, Giulia Iannucci | MAQIT, Sergio Encabo | INTEGRASYS, Bruno Perrot | Starion Luxembourg, Martin Boehm | Board AI, Julien Larios | MyConnectivity, Benjamin Bauquin | RE/MAX Luxembourg, Dr Richard Teichmann | Teichmann & Compagnons, Sergiy Ivannikov | Teichmann & Compagnons, Alexandre Taskiran | TM Partners, Igor Jelinski-Gaillardin | International Development & Partnerships, Jean-Philippe Boever | Eolis Media Company, Manuel Fernandez | GSK Stockmann, Lina Ostapchuk | Luxembourg Convention Bureau, Kotryna Vilnonyte | Wings for Europe, Philippe Schockweiler, Marco Asquini, Yves Schmit, Marlena Filimon, and all our guests who contributed their experience and perspectives.
Different sectors. Different responsibilities. Different perspectives.
That is exactly the point.
Because the conditions for investment in Ukraine cannot be created by government alone, by financial institutions alone or by business alone.
They need to be part of the same conversation.

From Dialogue to Action
And what matters most is what happens after the dinner.
The ideas raised around these tables continue through the LUCC Advisory Platform and its specialised Committees, our expert work, sectoral forums and ongoing institutional and business dialogue — and ultimately feed back into the next Ukraine Resilience Business Forum.
That is the ecosystem we are building:
Forum → Dialogue → Expertise → Partnerships → Action.

The Team Behind the Dialogue
And none of this happens without the people working behind the scenes.
A very special thank you to Evgenia Paliy, Liudmyla Postolakina, Nataliia Goncharik and Valentyna Pilypenko, together with the entire LUCC team, for the tremendous work, energy and commitment behind this edition.
The value of this room was never its size.
It was who was around the table, how openly we could speak — and what we can build together afterwards.
The dialogue continues.
Our next LUCC Private C-Level Dinner | Luxembourg–Ukraine–EU Business Dialogue will take place on 9 December 2026.
Senior business and institutional leaders interested in contributing to the next conversation are invited to register:
